The UAE has spent the last few years building a clear regulatory environment for blockchain and Web3 activities. This is good news for entrepreneurs, because it means you can work out your Web3 license cost and timeline before you commit to a jurisdiction.

How to Get a Web3 License in the UAE 

You get a Web3 license in the UAE by defining your business activity, picking the right regulator and jurisdiction, and applying for a trade license through that authority. 

1. Choose an Activity

If you’re developing blockchain software, building smart contracts, running an NFT platform, or offering Web3 consultancy without touching client funds, a standard commercial or technology license is enough.

If you plan to trade, exchange, custody, or manage virtual assets on behalf of clients, you’ll also need approval from the Virtual Assets Regulatory Authority (VARA).

2.  Choose a Jurisdiction

Free zones like RAK Innovation City, DMCC, and Dubai South, issue non-regulated licenses with full foreign ownership for Web3 and technology businesses. If your activity is regulated, you’ll incorporate in a free zone or on the mainland and apply for VARA approval on top of your trade license. 

3. Prepare Your Documents

You’ll need passport copies of shareholders and directors, a business plan, and proof of funds. Regulated businesses will also need their AML and KYC policies, a cybersecurity framework, and CVs for your Responsible Individuals. 

4. Get Initial Approval

Initial approval confirms your business activity and structure are accepted by the regulatory authority. If VARA applies to you, this stage is where you secure Approval to Incorporate (ATI), which is valid for up to 12 months. 

5. Apply for a Web3 License 

You can apply for your license once your initial approval is in place and your documents are submitted. If VARA approval applies to you, you’ll submit a full Virtual Asset Service Provider (VASP) application on top of your ATI.

After you get a Web3 license, you need to open a bank account for your business and register for Corporate Tax.

A Web3 license in the UAE costs between AED 12,500 and AED 40,000 a year if your business is non-regulated, and from AED 300,000 to over AED 6.5 million in the first year if you’re getting a VARA license.

A VARA license also comes with a few additional costs:

  • Responsible Individuals: at least two required, each costing AED 20,000 to AED 30,000 a month

  • Physical office: mandatory for VARA-regulated businesses, from AED 8,000 to AED 150,000 depending on size and location

  • Compliance and AML setup: AED 50,000 to AED 800,000, depending on how complex your business is

Who Regulates Web3 Licenses in the UAE? 

If you choose a Web3 business setup in Dubai, VARA (the Virtual Assets Regulatory Authority) regulates virtual asset activity across Dubai. The one exception is the DIFC (Dubai International Financial Centre), which has its own regulator, the Dubai Financial Services Authority (DFSA). 


If your Web3 business deals with software or offers consultancy without touching client assets, your free zone regulates you directly.


Abu Dhabi works differently. Virtual asset businesses there are regulated by the FSRA (Financial Services Regulatory Authority), based within the Abu Dhabi Global Market (ADGM), not VARA.
